Burlington Charter Panel Directs Revisions on Executive Power, Town Meeting Rules

BURLINGTON — October 28, 2025 — Burlington's Charter Review Committee advanced revisions to a draft home-rule charter at its October 28 meeting, directing consultant Pat to clarify that the representative town meeting — not the Select Board — holds the power to appropriate funds. Members debated language drawn from charters in Dedham, Reading, Walpole, and Winchester, ultimately agreeing to incorporate Winchester-style wording with an explicit appropriation clause and a "notwithstanding" provision acknowledging that elected and appointed boards also exercise some executive functions. The committee reached consensus to drop a newspaper-publication requirement for town meeting vacancy notices in favor of website and digital notice, and to add a tiebreaker-by-lot mechanism — conducted by the town clerk — for tied vacancy elections. The committee also rescheduled its next meeting from November 11 to November 10 to avoid Veterans Day conflicts, and noted two proposals are in hand for a planned 2026 town-wide survey from the Collins Center and the UMass Lowell Policy Institute.
