Government Review Committee · Meeting of August 4, 2026

BURLINGTON — The Burlington Government Review Committee voted unanimously to keep residency requirements out of its draft charter, instead directing the General Bylaw Review Committee to address the issue. Chair Betsey Hughes oversaw the August 4 meeting, where the committee approved two motions by 9 to 0, ruling that appointed boards and committees not be separately identified in the charter and that the charter remain silent on residency mandates. Consultant Michael Ward of the UMass Collins Center for Public Management presented revisions to Article V covering the town budget process; the committee requested clarifications on the moderator's vacancy-filling timeline and the finance report public-release requirement.

Discussion of Article 6, Article 9, and Article 10 was postponed to the August 11 meeting.
