BURLINGTON — The Burlington Government Review Committee approved amended conflict-of-interest and vacancy-filling language for its draft charter while outlining a three-phase recall process and deferring decisions on moderator term length and residency requirements for board members. Chair Betsey Hughes oversaw votes to accept Article II conflict-of-interest rules 7-1 and Article III vacancy-filling language 7-1, with Steve Mahoney and Jack Kelly respectively dissenting. The committee proposed a recall structure requiring 387 signatures in phase one, 20 percent of registered voters in a 30-day petition phase, and 30 percent voter approval to remove an official, with no repeat attempts within 12 months.
The 122-page community survey will be presented July 28; a full charter review meeting is scheduled for August 4.
