BURLINGTON — The Conservation Commission heard the Government Review Committee present progress on a proposed town Charter designed to resolve contradictions in Burlington's bylaws and special acts. Committee Chair Betsey Hughes, working with the Collins Center for Public Management at UMass, reported the group has completed stakeholder interviews, community forums, and surveys. The eight-section Charter, expected to be finalized in September, includes proposals to change the Moderator's term to three years, standardize executive branch transition language, and clarify the Town Administrator's contract, budget authority, and Department Head appointment powers.

Town Meeting presentation is scheduled for January 2027.
