Rules Committee advances bylaw resubmission limits, defers voting clickers vote

BURLINGTON — The Rules Committee unanimously approved a warrant article imposing a one-year cooling-off period on unsuccessful bylaw proposals. Town Meeting Member Susan Kadilack presented Warrant Article 13, which would bar resubmission except within one year if accompanied by meaningful changes and dual endorsement from the General Bylaw Review Committee and Select Board. In related votes, the committee backed extending Rules Committee appointments from one to three years (6-2) and reducing committee size to ten members with one per precinct instead of two per precinct (8-0), citing quorum and administrative burden concerns.
Voting clickers for Town Meeting were deferred after cost estimates of $50,000 to $75,000 were deemed too expensive.
