Zoning Bylaw Review Committee · Meeting of February 11, 2026

BURLINGTON — The Zoning Bylaw Review Committee reviewed the proposed Summit Drive zoning overlay article for the May warrant, examining density caps, building height limits, lot-line and frontage provisions, and site connectivity. Voting members present included Ernie Covino, Betsey Hughes, Alex Rutfield, Cathy Beyer, and Mark Smukler. Development consultants Bob Van Meter, Todd Fremont-Smith, Judith Barrett, and Mark Bobrowski presented the mixed residential and retail project layout, which proposes capping density at 40 units per acre against Sub-District C's 57-unit allowance and a maximum height of 70 feet.

The committee projected approximately 950,000 dollars in annual net tax revenue from the residential development. No formal votes were recorded; the committee instead requested revisions to draft language, section-header corrections, and topographic clarifications prior to Town Meeting presentation.
