BURLINGTON — The Zoning Bylaws and Review Committee met informally September 9 after an Open Meeting Law posting complication prevented official business and voting. All eight members attended, including Chair Alex Rutfield, along with Head Building Inspector Marty Allan and Town Planning Director Liz Bonventre. The committee discussed a proposed amendment to define "structure" and incorporate state building code provisions; the Planning Board had voted 6-1 to approve it, but the ZBRC had rejected it 0-4-2 in July, citing concerns about clarity and the inappropriateness of including regulatory language in definitions.
Director Bonventre briefed the committee on new state housing reform signed July 9, which grants Zoning Boards of Appeals authority to approve residential variances under a "practical difficulty" standard and to rezone for housing without Town Meeting approval.
