Burlington Conservation Commission issues permits for two residential projects, continues ADU hearing

BURLINGTON — September 25, 2025 — Burlington Conservation Commission issued permits for two residential projects and heard an early-stage pitch for a new learning center that would reroute jurisdictional streams. The commission voted 6-0 on all actions at the September 25 meeting, closing hearings for a single-family rebuild with an accessory dwelling unit at 128 Lexington Street — setting a $3,500 performance bond — and for a small flood-plain mudroom addition at 4 Freeport Drive, where commissioners reduced the staff-recommended bond from $2,000 to $1,000 as too high for the scope. An ADU application at 20 Gibson Street was continued to October 9 after commissioners identified an unpermitted grass-clipping berm on the Vinebrook stream bank and the property owner agreed to remove it by hand. Representatives of Foxborough Learning and engineers TRC and Bowler presented two concept options for relocating braided stormwater-fed streams at zero Cambridge Street; Commission Chair Larry Cohen told the team the project triggers a full riverfront alternatives analysis and must demonstrate no net loss of wetland function before a formal notice of intent can advance.
