Burlington Charter Panel Agrees to Rename Ways and Means Committee, Revise Voting Language
Burlington's Government Study Committee reached informal consensus on several proposed charter changes at its November 10 meeting.
BURLINGTON -- November 10, 2025, Burlington's Government Study Committee reached informal consensus on several proposed charter changes at its November 10 meeting. The committee agreed to replace the charter's "standing vote" requirement with language allowing voting "by visible means," such as standing or raising hands, at the moderator's discretion, and voted unanimously to cancel its December 23 meeting, leaving December 9 as the only December session. Members reached consensus to rename the Ways and Means Committee to Finance Committee in the new charter, pending informal sign-off from the current committee, after stakeholder interviews surfaced confusion about the body's existing name. The group also debated overhauling the referendum petition threshold, currently requiring 20 percent of all registered voters to affirmatively vote to overturn a town meeting decision, with members expressing interest in Winchester's language requiring 20 percent of voters to vote on the specific question, though a final decision was tabled until after the November state election. The committee's legal consultant, identified only as Kat, confirmed that changes to standing committee oversight and sunset provisions would require bylaw amendments rather than charter language.
