Burlington charter panel advances town administrator appointment and contract language

BURLINGTON -- February 24, 2026, Burlington's Government Review Committee took four preliminary votes on town administrator charter language at its February 24 meeting. The committee, working with the Collins Center for Public Management, voted 9-1 to adopt contract language specifying that the town administrator's written employment contract shall prevail over conflicting human resources bylaws "unless otherwise required by law," with member Jack abstaining; voted unanimously on qualification standards; voted 9-1 to strip a 1978 special-act bond requirement from the draft charter while recommending a town-wide bonding review, with one member noting Burlington once suffered a treasurer embezzlement; and voted unanimously on Select Board ratification language that limits review authority to positions within the Select Board's jurisdiction and explicitly allows waiver of the 15-day appointment review period. A fifth section, governing human resources policy authority, was held over pending confirmation of whether Burlington's school department operates its own separate HR function. The committee also announced it has selected the Collins Center to conduct a planned resident survey, with a kickoff meeting set for March 3.
