Burlington Conservation Commission Advances Synthetic Turf Field Review, Clears Multiple Enforcement Cases

BURLINGTON — November 13, 2025 — Burlington Conservation Commission continued a contentious review of a synthetic turf field proposal for Burlington Public Schools' Wind Street campus while unanimously approving a residential wetland order and resolving two enforcement matters at its November 13 meeting. Associate Conservation Administrator Lucy Hansen flagged that the schools project, which would install one full-size and one youth-size synthetic turf field adjacent to the Ipswich River — designated Outstanding Resource Water — proposes alteration of more than 35 percent of the riverfront area against the local bylaw's 10 percent standard, and that post-construction stormwater volume would exceed pre-construction levels in apparent conflict with local regulations. Hansen also raised concerns about 6PPD-quinone and zinc toxicity from synthetic turf runoff, and the commission cited a letter received the prior evening from the Ipswich River Watershed Association echoing those concerns. The commission outlined requirements including a revised stormwater volume analysis, an expanded rain garden with 20 to 30 percent organic soil media, a corrected alteration calculation, an updated alternatives analysis comparing infill materials, and a water quality monitoring plan before any vote on approval. At 154 Mill Street, the commission voted 5-0 to let a 10-by-12-foot shed remain approximately 35 feet from a stream bank, requiring the property owner to plant two native wetland trees and establish a 20-foot no-disturb zone by early spring.
