Burlington High School Building Committee Approves $340 Million Not-to-Exceed Construction Budget

BURLINGTON — August 14, 2025 — Burlington's High School Building Committee set a $340 million not-to-exceed construction budget, advancing a new and renovated Burlington High School toward a town meeting vote September 29 and a targeted November 15 debt exclusion referendum. The committee voted 4-0 Thursday to authorize warrant article language authorizing the $340 million borrowing under Proposition 2.5, after receiving twin independent estimates — from construction manager Consigli Construction and independent firm PM&C — that placed total construction costs between $267.4 million and $269.9 million, with fees and contingencies bringing the all-in figure to between $334 million and $337.5 million. The committee voted 13-0 to strip a geothermal system from the project as an add alternate, and voted 7-6 to remove a proposed field house from consideration, with restroom and concession facilities at Varsity Field remaining in the base project. Consigli project executive Bill O'Rourke and pre-construction executive Christie Lyons, a Burlington High School graduate, formally introduced themselves at the meeting as the construction management team leading work through close-out.
