Burlington School Committee Approves Construction Invoices, Defers Solar and Cafeteria Decisions

BURLINGTON — January 21, 2025 — Burlington School Committee advances Fox Hill Elementary design with solar and cafeteria questions unresolved. The committee voted 10-0 at its January 21 meeting to approve four DeNisco architecture invoices totaling $346,200 for design development services and a separate Doran Whittier invoice of $18,915. Presenters told the committee that a conveyor-type cafeteria dishwasher capable of handling reusable trays would cost roughly $38,000 more than the base door-type model, a cost not currently in the budget, and asked staff to prepare a break-even analysis factoring in staffing and supply costs. On solar, a town-purchased parking-lot canopy system was estimated at roughly $3 million in construction costs before soft costs, with incentives potentially reaching $2.4 million over 20 years and a break-even of approximately eight years — though committee members noted bonding costs were not factored in. A power purchase agreement with vendor Onyx would yield an estimated $1.8 million in net savings over 22 years without upfront capital. The committee was told a decision on parking-lot solar canopies is needed before construction begins to avoid disrupting completed work, with Planning Board and Conservation Commission submissions targeted for mid- to late February.
