Charter panel votes to require town referendum
Burlington's Charter Review Committee voted unanimously to require that the town's proposed home-rule charter go before voters in a town-wide election before taking effect.
Other Committee · Meeting of August 11, 2026
Burlington's Charter Review Committee voted unanimously to require that the town's proposed home-rule charter go before voters in a town-wide election before taking effect. Members spent most of the two-hour session rewriting Article 6 of the draft charter after Bill and Jack objected that language letting the town administrator reorganize "multiple member bodies" could reach into independently elected boards like the Board of Health. "They need to retain that authority," Bill said, arguing the final text should instead require approval from any "elected multiple member body" before a reorganization plan reaches Town Meeting.
Jess pushed to broaden the charter's definition of "local news medium" beyond a newspaper of general circulation to include digital communication. The committee also revised periodic-review language in Article 9 so future charter and bylaw recommendations go to Town Meeting, not just the Select Board. Consultants estimated the earliest the charter could take effect, following Town Meeting, legislative and voter approval, is April 2028.
