Burlington Charter Panel Advances Town Administrator Powers, Rejects Supervisory Authority Over Elected Boards

BURLINGTON -- March 24, 2026, Burlington Charter Review Committee advances town administrator powers in five preliminary votes. The nine-member committee voted through draft charter language on March 24 giving the town administrator authority over human resources policy, compensation-setting, financial record-keeping, property inventory, and interagency coordination, while unanimously rejecting a Dedham-modeled provision that would have allowed the administrator to supervise staff of elected boards and conduct annual performance reviews. The human resources provision, which excludes the school department, passed 8-1 with one abstention; the remaining four items passed 9-0. Collins Center consultant Pat walked members through a memo dated March 19 covering Section 4-3 of the draft charter. On the rejected supervision language, member Nikki called it "antithetical to all of the arguments that we've had several months about making sure to keep the separation between the elected boards and their departments and the town administrator." The committee also debated but deferred language on removing the town administrator, voting 9-0 to include a right-to-hearing guarantee in the charter rather than leaving all procedural protections to the employment contract. The committee's next meeting is April 14 at the Town Hall annex, where it will begin work on the elected boards and committees article.
